The IBERPYME Program was created in 1998 at the VIII Ibero-American Summit of Heads of State and Government held in Porto, Portugal. In these years, the Program has given great support and assistance to organizations and institutions, both public and private, micro, small and medium enterprises (MSMEs) in all Ibero-America.

The Management Unit of the IBERPYME Program is administered and executed by the Latin American and Caribbean Economic System (SELA), an international organization that brings together government representatives from 26 countries in Latin America and the Caribbean, based in Caracas, Venezuela. The IBERPYME Program is attached to the Ibero-American General Secretariat (SEGIB), an international body that coordinates the work and programs of the Ibero-American Summits, based in Madrid, Spain.

The IBERPYME Program ( www.iberpymeonline.org ) has organized and carried out a series of forums, business meetings, business missions, seminars and workshops in various areas: partnership and inter-company cooperation, productivity and competitiveness, internationalization of MSMEs, Information and communication technologies, export consortiums, clusters, productive chains, public policies to support MSMEs, guarantee systems and financing for SMEs, development of entrepreneurs and microentrepreneurs, and other additional topics of interest to MSMEs.

To carry out its activities, the IBERPYME Program has a network of Government Focal Points and Business Focal Points throughout Ibero-America. These Focal Points are the counterparts of the IBERPYME Program in each country, and support it in carrying out local activities and projects, as well as participating in the events and activities that IBERPYME carries out in other Ibero-American countries. In addition, the IBERPYME Program has a network of specialists and experts on various issues involving micro, small and medium-sized enterprises (SMMEs) in the region, and who participate as speakers in the corresponding events. The IBERPYME Program also has several strategic allies and several institutional cooperation agreements have been signed with various organizations supporting MSMEs throughout Ibero-America.

The financing of the IBERPYME Program comes from the funds of an annual grant from the Spanish Agency for International Development Cooperation (AECID) and from contributions and contributions from Ibero-American countries.


The general objective of the IBERPYME Program is to contribute to the development and strengthening of the institutional capacities of governmental and trade entities that implement programs to support the MSMEs, so that through the design and implementation of projects, activities and actions, To increase the competitiveness of MSMEs and to promote their internationalization.

This objective has been achieved in a number of ways, such as the promotion of the internationalization of small and medium-sized enterprises, promotion of business associativity and the creation of business networks, improvement of productivity and business competitiveness, use of Information and communication technologies, support to guarantee systems and financing of MSMEs, and the development of information systems (IBERPYME Portal), which enables intermediate institutions to be better informed and organized to carry out the actions required To contribute to MSMEs so that they can compete with better possibilities in national and international markets.


Information and training for public and private program managers, in support of MSMEs, on strategies for the internationalization of the same.
Exchange of experiences for the adoption of forms of institutional organization of the intermediary entities, in order to improve the supply of products and services to the beneficiaries of such programs.
Development of information services in support of MSMEs.
Support and strengthening of the efforts to create thematic networks on MSMEs.
Development of cooperation actions among Ibero-American countries in the field of MSMEs.
Cooperation with other public and private entities, national and international, whose programs and actions pursue the same purpose.
Development of actions directly related to the following themes: associativity and inter-company cooperation, productivity and competitiveness, internationalization of SMEs, public policies to support MSMEs, guarantee systems and financing of MSMEs, institutional development of private SME business guilds, Information and communication technologies for MSMEs, innovation, and development of entrepreneurs and microentrepreneurs.


To achieve these results, the IBERPYME Program develops the following types of activities:

Workshops at the subregional level, which facilitates discussion around common issues.
Seminars and forums on specific themes and with the participation of representatives from all Ibero-American countries.
Development of information systems, as a tool to disseminate their own activities, as well as to support the management of intermediary organizations supporting SMEs. For these purposes, the IBERPYME Program Portal was created and maintained: www.iberpymeonline.org which contains information on institutions supporting MSMEs in Ibero-America, directories of government, business and financial focal points, as well as documents, meetings , Calendar of activities, databases, and other news on SMEs. In addition, an electronic newsletter is regularly sent to a database of more than 1000 contacts and institutions.
Creation and strengthening of thematic networks, in order to group common interests around a specific area.
